The other 21 are not: no scraper (7: AR, MN, NV, NH, NC, WV, WY); not run in this build (1: VA); scraper failed on the last read (5: DC, FL, LA, MA, RI); read, but no notices came out (8: AZ, DE, GA, KS, ME, MO, NM, VT). No notices here does not mean a state has had no layoffs.
